〔即時新聞/綜合報導〕烏克蘭總統澤倫斯基(Volodymyr Zelensky)下令關閉烏克蘭國內3家親俄電視台,以封鎖俄國大外宣。異議者則指控此舉箝制言論自由。

 《莫斯科時報》報導,繼前蘇聯加盟國拉脫維亞(Latvia)關閉數家俄羅斯電視頻道後,烏克蘭總統澤倫斯基本週二(2日)針對烏克蘭國內的親俄國會議員柯札克(Taras Kozak)與其名下的3家電視台、5間公司下達禁令,並已於昨(3)日早上生效。

被禁電視台分別為「112烏克蘭」(112 Ukraina)、「Zik TV」、「第一新聞電視」(Newsone TV),而柯札克名下得這3家電視台和烏克蘭親俄派政治領袖梅德維楚克(Viktor Medvedchuk)也有聯繫,而梅德維楚克是俄羅斯總統普廷(Vladimir Putin)的親密盟友。

澤倫斯基並未闡明下達禁令的原因,稍晚則於推特發文,表示烏克蘭支持言論自由,但不支持由侵略者資助的大外宣。澤倫斯基的發言人孟德爾(Yuliya Mendel)在臉書表示,這3間被禁電視台是收受俄羅斯金援的大外宣機器,「這些媒體已經成為對烏戰爭的工具之一,禁掉它們是為了保障國家安全。」

基輔當局指出,自2014年克里米亞(Crimea)脫烏併俄、烏東分離主義者接受俄羅斯援助發動頓巴斯戰爭以來,烏克蘭便一直遭受俄國假消息攻擊。

烏克蘭國內異議人士認為澤倫斯基此舉會箝制言論自由。被禁的3家電視台被各大電信平台下架後,於「112烏克蘭」的官網上發布聯合聲名,控訴這是「對異議媒體的政治報復」,烏克蘭國情也不會因為澤倫斯基封鎖反對派傳媒而有所起色。梅德維楚克則向記者透露:「根據烏克蘭法律,政府不能對烏克蘭公民、公司發動制裁。」俄羅斯克里姆林宮發言人佩斯科夫(Dmitry Peskov)則譴責烏克蘭此舉違反國際準則。

綜合外媒報導,烏克蘭總統的官方網站自22日起,出現希望要求總統下台的連署請願書。發起人貝茲魯克指出,實際上,澤倫斯基根本沒有獲得73%選民的支持,大家當時只是基於不滿前朝,才將票投給他,結果,「新總統上任後的行動讓人失望,他並沒有給出具體的承諾,還打破了烏克蘭人當初營造的短暫團結。」

截至24日晚上8點為止,該請願書已獲得4.9多萬人連署。照理來說,請願書公布後,只要3個月內超過2.5萬人連署,政府團隊應向國家元首提交電子請願書,不過,目前請願網站上的狀態仍是「審核中」。

此外,另一份請願書則提到,如總統在6個月內,未能履行當初的選舉承諾,包括制定合理工資及退休金、審查公用事業稅等項目,就必須辭職,而目前有1萬多人連署。

喜劇演員出身的烏克蘭總統當選人澤倫斯基(Volodymyr Zelensky)今天(20日)將宣誓就職,為面臨戰火摧殘與經濟困境的烏克蘭開啟新時代。

 

法新社報導,澤倫斯基在1個月前的大選壓倒性擊敗尋求連任的波洛申科(Petro Poroshenko)。現在,41歲的澤倫斯基即將成為烏克蘭後蘇聯時期最年輕的總統。

 

澤倫斯基將在格林威治時間今天上午7時(台灣時間下午3時)開始的儀式宣誓就職。依照傳統,他將把手擺在憲法上,同時也可能擺在聖經上。澤倫斯基接著將對國民演說,屆時各界將密切關注能否從中找到他日後施政的蛛絲馬跡。

 

在最近的大選中,澤倫斯基運用民眾對政壇建制派幻滅,承諾將「打破體制」,成功勝選。但到目前為止,外界對澤倫斯基的確切政策仍知之甚少。

 

今天雖然是澤倫斯基第一次當總統,但他過去已經預演過了。喜劇演員出身的他曾在熱門連續劇「人民公僕」(Servant of the People)中,飾演一名隨後出乎意料當選總統的歷史老師。其實幾個月前,澤倫斯基有一天將宣誓就職的這個想法,也被認為似乎不可能成真。去年12月31日,澤倫斯基宣布角逐總統大位時,還沒有太多人認真看待。但在一場以社群媒體為主戰場的空前大選後,澤倫斯基在4月21日的第二輪投票中贏得超過73%選票,大勝波洛申科。

 

波洛申科過去5年領導烏克蘭期間,帶領國家面對俄羅斯兼併克里米亞半島(Crimea)後的局面,以及烏克蘭東部至今尚未結束的武裝衝突。而獲得莫斯科(Moscow)支持的分離主義份子在烏國東部發起的戰爭,至今已奪走大約1萬3千人性命。

 

波洛申科雖然防止國家完全崩盤,並展開一系列重要改革,但他也被批評無法改善烏克蘭人的生活水準,也未能有效打擊普遍的貪腐問題。

 

澤倫斯基先前已誓言將繼續親西方路線,但除此之外,他的計劃似乎只有個大概,團隊組成大致上仍不明朗。究竟澤倫斯基該如何對付分離主義衝突與經濟問題等龐大挑戰,也讓澤倫斯基備受批評者質疑。

Volodymyr Oleksandrovych Zelensky orVladimir Aleksandrovich Zelensky[note 1](born 25 January 1978) is a Ukrainianpolitician, screenwriter, actor, comedian, director and president-elect of Ukraine.

Prior to his political career, he obtained a degree in law and created the company Kvartal 95, which produces films, cartoons and TV comedy shows.[1] Kvartal created the television series Servant of the People, in which Zelensky played the role of President of Ukraine. The series aired from 2015 to 2019. A political party of the same name was created in March 2018 by employees of Kvartal 95.[2][3]

Six months before Zelensky announced his candidacy on 31 December 2018, he was already one of the frontrunners in opinion polls for the election.[4][5][3] Zelensky won the 2019 Ukrainian presidential election with more than 73% of the votes, defeating incumbent Petro Poroshenko.[5]

Early life[edit]

Zelensky was born 25 January 1978 in Kryvyi RihUkrainian SSR, to Jewishparents.[6][7][8][9][10] His father, Oleksandr Zelensky, is a professor who heads an academic department of cybernetics and computing hardware at the Kryvyi Rih Institute of Economics; his mother, Rimma Zelenska, used to work as an engineer.[11][12][13] Before entering grammar school he lived for four years in Mongolia in the city of Erdenet where his father worked.[6]

Zelensky studied law at the Kyiv National Economic University department in his native Kryvyi Rih but has not worked professionally in the legal field.[6][5]

Entertainment career[edit]

At age 17, he joined the local KVN team (a comedy competition) and was soon invited to join the united Ukrainian team "Zaporizhia-Kryvyi Rih-Transit" which performed in the KVN's Major League and eventually won in 1997.[6][14][15] That same year, he created and headed the Kvartal 95 team which later transformed into the comedy outfit Kvartal 95. From 1998 to 2003, Kvartal 95 performed in the Major League and the highest open Ukrainian league of KVN, the team members spent a lot of the time in Moscow and constantly toured around post-Soviet countries.[6][14] In 2003, Kvartal 95 started producing TV shows for the Ukrainian TV channel 1+1, and in 2005 the team moved to fellow Ukrainian TV channelInter.[6]

In 2008, he starred in the feature film Love in the Big City, and its sequel, Love in the Big City 2.[6] Zelensky continued his movie career with the film Office Romance. Our Time in 2011 and with Rzhevsky Versus Napoleon in 2012.[6] Love in the Big City 3 was released in January 2014.[6] Zelensky also played the leading role in the 2012 film 8 First Dates and in sequels which were produced in 2015 and 2016.[6]

Zelensky was a member of the board and the general producer of the TV channel Inter from 2010 to 2012.[5]

In August 2014, Zelensky spoke out against the intention of the Ukrainian Ministry of Culture to ban Russian artists from Ukraine.[16] Since 2015, Ukraine has banned Russian artists and other Russian works of culture from entering Ukraine.[17] In 2018, the romantic comedy Love in the Big City 2 starring Zelensky was banned in Ukraine.[18]

After the Ukrainian media had reported that during the War in Donbass Zelensky's Kvartal 95 had donated 1 million hryvnias to the Ukrainian army, Russian politicians and artists petitioned for a ban on his works in Russia.[19][a] Zelensky spoke out against the intention of the Ukrainian Ministry of Culture to ban Russian artists from Ukraine.[16]

In 2015, Zelensky became the star of the popular television series Servant of the People, in which he plays the role of the President of Ukraine.[5] In the series, Zelensky's character is a thirty-something high-school history teacher who wins the presidential election after a viral video shows him ranting against government corruption in Ukraine.[20]

Zelensky worked mostly in Russian. His first role in the Ukrainian language was planned as the romantic comedy "I, You, He, She [ruuk]",[21] which appeared on the screens of Ukraine in December 2018.[22] The first version of the script was written in Ukrainian but was translated into Russian for the Lithuanian actress Agnė Grudytė [lt]. Then the movie was dubbed into Ukrainian;[23] the quality of dubbing was criticized by reviewers.[24][25]

In December 2018, Zelensky stated that "Kvartal 95" had made its last movie with its legal Russian subsidiary in 2012 and that its office in Moscow had been closed in 2014.[26] In January 2019 he said that he still has shared commercial interests with Russian companies, but only as a co-owner of a Cyprus-registered firm "Green Family LTD" that, in turn, owns the Russian film making company Grin Films.[27] Zelensky also stated that he had no role in Grin Films' successful application for a grant from the Russian Ministry of Culture.[27]

Political career[edit]

The political party Servant of the People was created in March 2018 by people from the television production company Kvartal 95, which also created the television series of the same name.[2][3][28] In a March 2019 interview with Der Spiegel, Zelensky stated he went into politics to restore trust in politicians and that he wanted "to bring professional, decent people to power" and "would really like to change the mood and timbre of the political establishment, as much as possible."[29]

Presidential campaign[edit]

Six months before he announced his candidacy for the Ukrainian Presidential Election in 2019 on 31 December 2018, Zelensky was already one of the frontrunners in opinion polls.[4][5][3][b] After months of ambiguous responses,[30][3][28] during the Kvartal 95 New Year's Eve evening show on the TV channel 1+1, he live-announced[c] his candidacy for the 2019 presidential election.[5] During the election campaign Zelensky continued to tour with Kvartal 95.[31] During the campaign his engagement with mainstream media was minimal.[32][d] He talked to the electorate on social media channels and in YouTube clips.[32]On 16 April 2019, 20 Ukrainian news outlets called on Zelensky to stop avoiding journalists.[32] Two days later, Zelensky stated that he was not hiding from journalists but that he did not want to go to talk shows where "people of the old power" were "just doingPR" and that he just did not have time to satisfy all interview requests.[34] rior to the elections, Zelensky presented a team that included former Finance Minister Oleksandr Danylyuk and others.[35][33] During the campaign, concerns were raised over his links to the oligarch Ihor Kolomoyskyi.[36] Zelensky was elected President of Ukraine on 21 April 2019, beating incumbent President Petro Poroshenko with nearly 73% of the vote to Poroshenko's 25%.

French President Emmanuel Macron received Zelensky at the Élysée Palace in Paris on 12 April 2019.[37]

Polish President Andrzej Duda was first of the European leaders to congratulate Zelensky.[38]

On 22 April, Ukrayinska Pravda and Agence France-Presse reported that the U.S. President Donald Trump congratulated Zelensky on his victory over the telephone. At that moment Zelensky had scored over 73% of the votes out of the 99% of the ballots counted.[39][40]

European Commission resident Jean Claude Juncker and European Council residentDonald Tusk also issued a joint letter of congratulations and stated that the European Union (EU) will work to speed up the implementation of the remainder of the EU-Ukraine Association Agreement, including the Deep and Comprehensive Free Trade Area.[41]

Political views[edit]

Zelensky supported the 2013–14 Euromaidan movement. During the War in Donbass, he actively supported the Ukrainian army.[5]

During his presidential campaign, Zelensky said that he would like Ukraine to become a member of the European Union and NATO, but that he wants Ukrainian voters to decide on the country's membership of these two organisations in referendums.[42] At the same time, he believed that the Ukrainian people had already chosen "eurointegration".[42] Zelensky’s chief of staff Ivan Bakanov also said that Zelensky's policy is supportive of membership of both the EU and NATO, and proposes holding referendums on membership.[43] Zelensky's electoral programme claimed that Ukrainian NATO membership is "the choice of the Maidan and the course that is enshrined in the Constitution, in addition, it is an instrument for strengthening our defense capability."[44] The program states that Ukraine should set the goal to apply for a NATO Membership Action Plan in 2024.[44] The programme also states that Zelensky "will do everything to ensure" that Ukraine can apply for European Union membership in 2024.[45] Two days before the second round, Zelensky stated that he wanted to build "a strong, powerful, free Ukraine, which is not the younger sister of Russia, which is not a corrupt partner of Europe, but our independent Ukraine."[46]

Zelensky promised that his first bill "On People's Power" will provide a mechanism forreferendums. He also promised bills to fight corruption, including removal of immunity from the president of the country, members of the Verkhovna Rada (the Ukrainian parliament) and judges, a law about impeachment, reform of election laws, and providing efficient trial by jury. He promised to bring the salary for military personnel "to the level of NATO standards".[47]

Zelensky stated that as President he would develop the economy and attract investment to Ukraine through "a restart of the judicial system" and restoring confidence in the state.[48]He also proposed a tax amnesty and a 5% flat tax for big business which could be increased "in dialogue with them and if everyone agrees."[48] According to Zelensky, if people would notice that his new government "works honestly from the first day", they would start paying their taxes.[48]

In an interview in December 2018, Zelensky stated that as President he would try to end the ongoing War in Donbass by negotiating with Russia.[49] As he considered the leaders of the Donetsk People's Republic and the Luhansk People's Republic (DPR and LPR) to be Russia's "puppets", it would "make no sense to speak with them".[49] He did not rule out holding a referendum on the issue.[50] [49] In an interview published three days before the 2019 presidential election (on 21 April) Zelensky stated that he was against granting the Donbass region "special status".[51] In the interview he also said that if he were elected President he would not sign a law on amnesty for the militants of the DPR and LPR.[51]

Regarding the 2014 Russian annexation of Crimea, Zelensky said that, speaking realistically, it would be possible to return Crimea to Ukrainian control only after a regime change in Russia.[52]

Zelensky supports the free distribution of medical cannabis, free abortion in Ukraine and the legalisation of prostitution and gambling.[51] He opposes the legalization of weapons.[51]

Zelensky has come out against targeting the Russian language in Ukraine and the banning of artists for their (as viewed by the Ukrainian Government as anti-Ukrainian) political opinions.[53][54][55] In April 2019 he stated that he was not against a Ukrainian languagequota (on radio and TV) and that Russian artists "who have turned into (anti-Ukrainian) politicians" should remain banned from entering Ukraine.[51] He simultaneously floated this idea about the Ukrainian language quota: "you can change them a little".[56]

Zelensky stated in April 2019 that "of course" he supports the decommunization of Ukraine.[56][51] In an interview with RBC-Ukraine in April 2019, Zelensky said that Stepan Bandera, a controversial Ukrainian nationalist leader, was "a hero for a certain part of Ukrainians, and this is a normal and cool thing. He was one of those who defended the freedom of Ukraine. But I think that when we name so many streets, bridges by the same name, this is not quite right."[57]

In response to suggestions to the contrary, he stated that he regarded Russian leaderVladimir Putin "as an enemy".[58]

Personal life[edit]

In September 2003 Zelensky married Olena Zelenska (née Kiyashko).[6] They both attended the same grammar school.[6]

The couple's first daughter Oleksandra was born in July 2004.[6] In Zelensky's 2014 movie8 New Dates she played Sasha, the daughter of the protagonist.[6] In 2016 she participated in the show The Comedy Comedy's Kids and won 50,000 hryvnias.[6] Their son Cyril Zelensky was born in January 2013.[6]

澤倫斯基團隊製作、2015年開始播出的政治喜劇《人民公僕》在烏克蘭很受歡迎。劇中,澤倫斯基飾演中學歷史教師瓦西里·彼得羅維奇·戈洛博羅德科。戈洛博羅德科上課期間,學校要求他班上的學生去布置總統大選投票站,氣憤的戈洛博羅德科開始用粗口挖苦、埋怨烏克蘭歷任總統。這一片段意外地被學生拍下並上傳到視頻網站,受到網民熱捧。通過眾籌,戈洛博羅德科參加了總統選舉,意外當選總統。戈洛博羅德科擔任總統後,拒絕與寡頭、貪官合作,大力懲治貪腐。據報導,《人民公僕》第一季在烏克蘭國內平均收視率為10.4%,18至54歲人群收視率為26%。有評論認為此劇是近年烏克蘭最受好評的電視劇。不過,也有評論認為此劇劇情老套、迎合民粹主義、不符合烏克蘭政壇現實。[9]2019年烏克蘭總統選舉前夕,1+1電視台在3月27日推出了《人民公僕》第三季。[10]

2018年下半年,雖然並未表態參選,澤倫斯基的民調支持率一直排在2019年烏克蘭總統選舉各候選人前列。2018年12月,澤倫斯基透露稱自己是與電視劇同名的人民公僕黨黨員,但他並不明確自己是否要參與總統競選。2018年12月31日夜,烏克蘭1+1電視台依慣例應該播出時任烏克蘭總統彼得·波洛申科的新年賀詞,然而電視台卻在這一時段首先播出了澤倫斯基新年問候和參加選舉的聲明。宣布參選時,據評級集團、基輔國際社會學研究所等機構的民意調查,澤倫斯基支持率為11.40%,僅次於排名第一、支持率20.70%的尤莉亞·提摩申科,小幅領先排名第三、支持率10.30%的波洛申科。[8]1月21日,人民公僕黨特別代表大會在基輔舉行,澤倫斯基被推為黨主席、總統選舉候選人。[2]2月初,民意調查顯示,澤倫斯基支持率已經升至第一位。[11]

澤倫斯基主張提高政治透明度、縮短任期限制、讓更多普通人參與政治。[12]外交方面,澤倫斯基支持烏克蘭加入北約和歐盟,但表示這需要全民公投授權。他表示,將與俄羅斯總統普丁談判協商領土、地位等問題。[13]他打算勸說俄羅斯將克里米亞歸還烏克蘭,結束烏克蘭東部的戰爭。[14]

澤倫斯基生於烏克蘭東部,母語為俄語,但他支持2014年民眾推翻時任總統維克托·亞努科維奇。他聲稱正在努力提高烏克蘭語水平。他反對烏克蘭當局禁止播出俄羅斯節目,但他也曾為烏克蘭東部基輔支持的民兵演出。他在演出中既挖苦烏克蘭強硬民族主義者,也挖苦俄羅斯當局。[12]

有人並不看好澤倫斯基的從政前景。有人認為,澤倫斯基與1+1電視台老闆伊戈爾·科洛莫伊斯基關係匪淺,是寡頭的利益代言人。有人指出,澤倫斯基沒有政壇經歷,執政綱領較為空泛。還有人指出,澤倫斯基缺乏政治團隊,即便當選總統,其政黨也難以在議會拿到很多席位,無法為他提供支持。[8][13]

2019年4月2日,烏克蘭中央選舉委員會計票結果顯示澤倫斯基將與波洛申科一同進入總統選舉第二輪。[15][16]據中央選舉委員會信息,統計全部選票後,澤倫斯基得票率30.24%排名第一,排名第二的波洛申科得票率為15.95%。[17][18]

第二輪選舉前,澤倫斯基於4月19日在奧林匹克國家綜合體育場同波洛申科進行了公開辯論。辯論中,澤倫斯基聲稱,他要打破烏克蘭現有政治體系,他不是波洛申科的競爭者,而是波洛申科的終結者;如果當選,他會讓烏克蘭融入歐洲。辯論結束時,澤倫斯基邀請波洛申科一同向頓巴斯戰爭中失去親人的烏克蘭民眾下跪。波洛申科同意了,但波洛申科背對觀眾、面向一面烏克蘭國旗下跪。第二輪選舉前的民意調查結果顯示,澤倫斯基的支持率為72%,波洛申科為25%。[19][20][21]選舉前一天(4月20日),一位觀察員提出訴訟,要求法院取消澤倫斯基的候選人資格。20日晚9時,第六上訴行政法院開庭審理了此案[22],拒絕了這位觀察員的要求。[23]

2019年烏克蘭總統選舉第二輪投票在4月21日進行。澤倫斯基在投票站填寫選票後,向記者展示了選票,警方因此對他處以罰款。[24]出口民調顯示,澤倫斯基以73.3%的支持率擊敗支持率為26.3%的波洛申科。[25]當晚,波洛申科宣布敗選。[26]烏克蘭中央選舉委員會網站顯示,統計94.43%的選票後,澤倫斯基得票率為73.19%,波洛申科為24.48%。[27]澤倫斯基的得票率刷新了烏克蘭總統選舉的紀錄。[28]

佛拉迪米爾·澤倫斯基已婚,有一個女兒和一個兒子。妻子是葉蓮娜·佛拉迪米羅芙娜·澤倫斯卡婭,婚前姓氏基亞什科(Кияшко),生於1978年2月6日,是他的同學,在95街區擔任編劇。二人在2003年9月6日結婚。女兒亞歷山德拉生於2004年6月15日,曾出演電影和電視節目。兒子基里爾生於2013年2月21日。[29]

外患:處理對俄關係

〔編譯劉宜庭/綜合報導〕烏克蘭廿一日舉行總統大選決選,開票結果一如預期,四十一歲喜劇演員澤倫斯基以壓倒性的得票率,擊敗五十三歲現任總統波洛申科,成為烏克蘭首位「政治素人」總統。宣布勝選後,澤倫斯基矢言「重啟」與東部分離主義份子的和平談判,並透露談判代表「將有變動」。歐盟、美國等國領袖均向澤倫斯基致賀,但俄羅斯總統普廷拒絕向澤倫斯基道賀。

沒具體執政藍圖 稱不讓民眾失望

逾九成六的開票結果顯示,決選投票率八十五%,澤倫斯基得票率七十三%,波洛申科得票率僅二十四%。澤倫斯基二十一日晚間在競選總部向支持者表示:「我不會讓大家失望的。我想告訴所有前蘇聯的加盟共和國,看看烏克蘭,凡事都可能成真」。澤倫斯基過去唯一的從政經驗,僅止於在電視劇中扮演總統角色,競選期間也沒有提出具體的執政藍圖,憑藉民粹、反貪訴求,便成功擄獲已受夠貧窮及政府貪瀆的選民,漂亮勝選。

澤倫斯基二十一日表示:「我們將繼續進行明斯克談判,我們會重啟談判」。德、俄、法、烏四國二○一五年在明斯克就烏東軍事衝突達成和平協議,但至今仍未能遏阻衝突;政府軍和親俄叛軍經常互控對方違反明斯克協議下的停火要求。政府軍與東部分離主義份子近五年的內戰,已奪走約一.三萬人性命,死亡人數還在增加中。而烏克蘭當前依賴國際援助與俄國能源供應,新任總統必須和俄國總統普廷及國際貨幣基金(IMF)打交道。

外界對澤倫斯基的外交政策所知有限,他過去僅表示希望烏國加入歐盟及北約組織(NATO)。美國總統川普二十二日致電恭賀澤倫斯基,表達對烏克蘭領土完整的支持。歐洲理事會主席圖斯克讚揚烏克蘭展現「成熟的民主」,與北約秘書長史托騰伯格異口同聲地表示期待與澤倫斯基合作。法國總統馬克宏、波蘭總統杜達(Andrzej Duda)也致電恭賀澤倫斯基勝選,英國外交大臣杭特詼諧地說,「現在你成為真正的公僕」。

經濟、打貪、內戰、國會 嚴峻挑戰

主要走親西方路線的澤倫斯基,動態備受莫斯科關注。俄國外交部二十二日表示,澤倫斯基勝選顯示烏國「民心思變」;俄國總理梅德維傑夫表示,莫斯科因此有了與烏克蘭改善關係的機會。分析認為,澤倫斯基未來主要的挑戰,包括烏東戰事、府會關係、改善國內經濟與政府貪瀆;沒有政治包袱的澤倫斯基,或許更有可能與俄國達成政治協議,但仍須克服籌組有效率的行政團隊、贏得十月國會大選等難關。
